Foundations for Learning and Life: Preparatory Endorsed Programme Pathways
Introduction
The TLM Foundations for Learning and Life preparatory pathways are designed to support learners who would benefit from a staged route into higher-level study across science, numeracy, analytical thinking and applied technical subjects.
These pathways are available through TLM’s Endorsed Programme model. They are not Ofqual-regulated qualifications, are not listed on the Register of Regulated Qualifications, and do not carry RQF credit. Learners who successfully complete a pathway receive a TLM Certificate of Completion for the endorsed programme.
The pathways are informed by the knowledge, skills and learning demands normally associated with study before Level 3, but they are not formally levelled against the Regulated Qualifications Framework. They are designed as preparatory learning routes, helping learners build confidence and subject awareness before progressing, where appropriate, to TLM’s Ofqual-regulated Level 3 Diplomas.
Purpose of the pathways
The preparatory pathways have been developed to give learners an accessible starting point before entering regulated Level 3 study. They are particularly suitable for learners who may need additional time, support, or confidence before moving on to a full Level 3 Qualification.
The pathways support learners to:
- develop confidence in science, numeracy and analytical thinking;
- build practical and transferable study skills;
- engage with real-world themes and applied problem-solving;
- prepare for future progression into higher-level learning;
- understand the subject areas linked to TLM’s regulated Level 3-related qualifications.
Relationship to the Level 3 Diplomas
Each preparatory pathway is linked to one of TLM’s Ofqual-regulated Level 3 Diplomas within the Foundations for Learning and Life suite. The endorsed pathways are not smaller versions of the regulated qualifications and do not represent achievement at Level 2. Instead, they provide a supportive introduction to the subject area and help learners prepare for future progression.

Technical Science for Industry and Society
This pathway introduces learners to applied scientific and technical ideas linked to industry, society and the modern workplace. Learners explore how science and technology influence everyday life, decision-making and practical problem-solving.
The pathway is suitable for learners who are interested in technical science, applied investigation, industry-related themes and future progression into science-based study.
Applied Numeracy and Analytical Thinking
This pathway helps learners develop confidence with number, data, reasoning and problem-solving. It supports learners to use numeracy in practical contexts and to build the analytical thinking skills needed for future study and employment.
The pathway is suitable for learners who would benefit from a practical and applied approach to numeracy, rather than a purely abstract or examination-led model.
Life Systems and Scientific Understanding
This pathway introduces learners to scientific ideas linked to living systems, health, environment and the wider natural world. It supports learners to develop curiosity, observation skills and an understanding of how science can be used to explain real-life issues.
The pathway is suitable for learners who are interested in biology, environmental science, health-related topics or wider scientific understanding.
Scientific Modelling and Physical Systems
This pathway introduces learners to the use of models, systems and evidence to understand physical processes and scientific ideas. Learners are encouraged to think about how models can be used to explain, test and communicate scientific understanding.
The pathway is suitable for learners who are interested in physical science, systems thinking, modelling, investigation and applied problem-solving.
Delivery approach
The pathways are designed to be flexible and accessible. Delivery may include tutor-led teaching, guided online learning, independent study, practical activities, discussion, project work and portfolio-based evidence.
Centres and approved delivery partners are expected to provide appropriate learner support, clear learning materials, safe learning environments and suitable opportunities for learners to demonstrate completion of the endorsed programme.
The delivery model may be adapted to meet learner needs, including blended or remote delivery where this is appropriate and where suitable support, safeguarding and quality assurance arrangements are in place.
Learner support and progression
The preparatory pathways are intended to help learners move forward with confidence. They can be used to support learners who are returning to education, studying in challenging circumstances, preparing for further education, or building the skills needed to access a regulated qualification.
On completion, learners may progress to the related TLM Level 3 Diploma where this is appropriate. Progression decisions should be based on learner readiness, centre guidance, prior learning and the support available to the learner.
Quality assurance and endorsement
TLM endorsement confirms that the programme structure, delivery approach and learner support arrangements have been reviewed through TLM’s Endorsed Programme model.
As endorsed provision, these pathways sit outside Ofqual regulation. However, TLM applies quality-assurance expectations to protect learners, support consistency, and maintain confidence in the endorsed programme model.
Centres and partners delivering these pathways are expected to follow TLM’s requirements for endorsed provision, including appropriate delivery arrangements, learner records, internal quality assurance, safeguarding and certification processes.
Certification
Learners who successfully complete a preparatory pathway receive a TLM Certificate of Completion for the endorsed programme.
The certificate confirms completion of the endorsed course. It does not represent achievement of an Ofqual-regulated qualification, does not carry RQF credit, and is not listed on the Register of Regulated Qualifications.
Partnership context
These pathways may be delivered with approved TLM partners who meet TLM’s requirements for endorsed provision. Where a delivery partner is involved, TLM will confirm the approved delivery arrangements and the relationship between the endorsed pathway and progression into the relevant regulated Level 3 Diploma.
This allows learners to access structured preparatory learning while maintaining a clear distinction between endorsed provision and regulated qualifications.
Future development
TLM intends to use learner demand, centre feedback, delivery evidence and stakeholder engagement to inform the future development of regulated pathways where appropriate.
This staged approach allows the preparatory pathways to support learners now, while ensuring that any future regulated qualifications are developed carefully and in line with awarding organisation requirements.
